ships are always automatically added to latest technology upgraded?

I currently don't see a way to change ships to the latest design.

But technically speaking: obsolete systems on ships are updated if they orbit a planet with a starbase. AFAIK, starbases and planets get updates for free when that system's tech has advanced.

I would consider "update ship design" to be a desired enhancement though.
