On some planets, unable to upgrade or build facilities

Hello, while playing the beta, I've noticed that I cannot upgrade entertaimment, research, farming, industry past a certain point on some planets, even though I have plenty of credits and can perform the same action on other planets. Also, on one planet I was not able to build entertaiment facilities at all. Thoughts?

Did you factor in the building limit set by the government building. Capitols can have 12 and colonies can have 9. Upgrades count as a seperate building, so a tier 3 factory will count as three buildings.
