For planet infrastructure, my current plan is: I only pre-purchase the lvl1 of all types, then prepurchase the lvl 2 for factory and start building other lvl2 infrastructure normally if the size allows. I currently don't see a way to change ships to the latest design. But technically speaking: obsolete systems on ships are updated if they orbit a planet with a starbase. AFAIK, starbases and planets get updates for free when that system's tech has advanced. I would consider "update ship design&...
