Will their be a map builder?
It would be very cool to be able to set up a map how many planets what type and set how many stars even have more then one galaxy.

Are you thinking from a modding perspective? The galaxy stars/planets/etc is currently generated automatically but it's certainly doable.
We want to finish some things first. But we will then be seeking input if there are folks who like to mod and make tools or have a straightforward process to help make it easy.

Certainly cool if you can its fun when you get to generate your own maps and invite people or v. AI and I believe it is modding.
