I am sorry. It is too-too-too-too complicated.
It is NOT 4x game. Good-buy now. It has nothing 2do with strategy\tactics or anything. Even AgeOfEmpires-1, or RizeOfNations, or else. The only thing it's good about - it's the the thing it's can be done from WinXP to Win7.
