AI very rare to populate more than 1-2 planets per system ?

I feel forced to play on star systems with 1-2 inhabitable planets else AI will quickly fall behind,once I start using more than 2 planets per system later.I noticed even 3 hours into the game on biggest galaxy ,I find AI's using only 1 out of 4-5 usable planets per system
Now I assumed this is because the AI uses cheats to develop so it's a cheap way to cut on the AI script and still make it look though but that doesnt seem to be the case either.Dont know how much AI is cheating (I play hard difficulty) but Imy style is always to expand like crazy from the first turn and delay them with diplomacy to the point where I take many planets and I can conquer with ease all of the AI's.

This is kind of dissapointing ,is it hard to program them to take more than 1 or two planets on given system ?

In latest build I've seen a good number of 2-planet systems by the AI...I've limited the galaxy to 5-planet systems which seems to create few possibilities of more than 1 or 2 of each colonizable type.
