There isn't currently a way to enable VSync, though it will be available through a settings flag in the next build (0.0.2) which should be released soon.
Under 'Documents\Horizon Game' there's a file called 'Horizon.ini'. You'll be able to add 'PREFERENCE_VSYNCENABLED=TRUE' (without the quotes) and this will enable vsync in 0.0.2 (you can add this now if you wish, the update will not change your settings)

Do you use a builtin framrate limiter? otherwise it would render at max speed and kill vidcards with poor cooling =)

The built in frame-limiter has been changed to 100 fps everywhere except tactical combat as of Alpha v3.40.
