Ah, I thought this option only applies to turn summary messages. News have different priorities and non-critical news were being culled by default (this was so we wouldn't spam the player with too much news). I think the demand for a system on the other side of the galaxy backgrounds to the wish of extended operations range. I noticed that AI empires will more likely give the player control over "core systems" (close to homeworld) than over "border systems".

I have noticed on rare occasions that it takes 2 turns before a colonization happens after I gave the command.
