One thing that MOO2 had that I really liked and was curious if could be added here was a Colony Base.
Once you had colonized a system you could build a colony base on any planet there which would then allow you to colonize other planets in that same system.
They were cheaper than a full fledged colony ship as they could only be used to colonize in the same system
It would save you having to build a colony ship for each new planet you want to colonize or have to send the ships back for a refit.
I sometimes find 2-3 planets in a system I want to colonize, but the travel time from the nearest system can be quite far sometimes and this could save me time and resources better spent elsewhere.

Although I'm a eternal MOO2 fan and also liked that feature mentioned, I think I like Horizon's way even more. You get those new colonizing capsules for free once you've built a starbase. Or you just keep building colony ships and refit them when your starbase is build to continue usage of them as warships. This way the race traits according to money have a great impact on play style and expansion policy. And it ensures that you can't flood the galaxy with your colonies right from the start.
