planetary defense beam

In all the hours I have played this game I have finally actually discovered the planetary defense beam. My question is why isn't this tech like the missile base which can readily be built ?

Discovered? Like in "your scientists dicovered a new technology"?
Master Of Orion 2 = Great
Master Of Orion 3 = Trash
Horizon = The real Master Of Orion 3 :-)

I think you misunderstood the question

It was not your scientists who made the discovery as was the question, but rather you who found the technology left behind by an extinct race.
