I think your talking about portal tech that allows you to create a huge stargate thing outside your planet. If you have one on a planet ships can move from one of your planets to another in only a couple turns no matter the distance, as long as both systems have a gate.

You send your fleet from one colony with jumpgate to another colony with jumpgate and regardless of distance it'll get there in two turns.
