I have so far been unsuccessful in getting the Kor'tahz (or anyone) to surrender. Obviously I am going about it wrong.
Does it have to be a blocaide of the original homeworld? I have been trying to blockade every planet in the final surviving system (not homeworld system) but that has not worked for me.

Make sure you are blockading (orbit the planet, it will display it if you are blockading). And refuse their plea for merci/peace/armistice and they will surrender after a few turns if it's their last world (doesn't have to be their original homeworld).
