One of the things that made MOO so nice was the fact that as your construction tech level increased, so did the available space in your ship designs. Coupled with space requirements being reduced as your tech level in the relevant technology increased, it made a significant difference in designs -- things which weren't worth the space when first discovered might be after they've been miniaturized a couple of times.
It would be nice to see one or both of these implemented, although I had the thought that for increased space you might tie it (somehow) into a civilization's economics -- a ship has enough space to make the hull cost X% (based on size class) of the average planetary industrial output, thus causing a huge ship to always be a major investment. Tying it to average rather than overall industrial output means that a wildly expanding civilization doesn't directly have a huge advantage in size (although it's likely to have more good planets than a smaller civilization, it's also likely to have more young colonies which bring down the average).

This gets my vote, for what it's worth. The idea that things take less space when upgraded is an awesome one!
Also, I have to ask...what's the point of having 4 versions of a scout ship? You can't put anything on one really...
