I keep seeing suggestions to "build a mining colony" but as far as I can tell, mining does not take place in this game in any way.
Am I missing something?

Unless they changed it from last I played, a mining colony is just a special type of Industrial Colony. So basically maxed out Industry, if the planet has gems or gold, it will end up as a Mining Colony instead of an Industrial one.
The designation means it is mass producing production that translates into more bonus income from the planetary bonus, so basically it will generate wealth from your Industrial Specialisation.

Does the industry have to be maxed out before the extra bonus accrues?
I've observed that gold gives a bonus of 250 million credits in tax revenue from the start, but that does not seem to increase when I build the first industry building.
