Diplomacy bug?

Hello, I have tried the beta version from Steam and I have a problem with making enemies not to attack me and vice versa. Like this last example. I enter a non aggression pact with an enemy, I also enter a free movement treaty, yet in another turn his ships in my system attack me. And because he warned me not to attack him, we are at war. I mean wtf? We have just negotiated a NON AGGRESSION pact? Is this a bug?

I've seen this too ... Sometimes I think the non aggression pact takes a full turn to become effective, meaning that in the current turn you negotiated the pact but the logic doesn't kick-in until the beginning of the next turn. You might want to "threaten" the race with "do not attack MY ships" when they holler at you to stop attacking their ships. If you're lucky, you can negotiate a non aggression pact at that point and cross your fingers. I'm thinking it's a bug but it's all about the order of the logic flow that still needs a tweak or two.
