I am wondering if its possible to upgrade your designs and then tell your ships to be refitted or do I have to scrap them and build new ships??

I'm just exploring the research screen for the first time... perhaps it's just the first tier of techs, but I'd like to see more explicit information...

Some kind of warning that there are idle fleets would be very helpful, to avoid wasting turns, as well as perhaps a button to cycle through them....
