After a planet is colonized is it possible to relocate colonists from one planet to another in order to increase population on the new colony?

You can't relocate colonists directly but you can control the colony population growth to make it optimal. New colonies grow very fast early on if the conditions are right.
The planet climate will dictate the base growth rate which can be modified by terraforming. Other factors are the pollution level (ecology control), availability of food (farming buildings or food imported via trade), technologies like cloning and and so on.
